Another stupid question about Hearts of Iron II

When I play on one comp in the production page there's 2 buttons which allow me to delegate production and trade. The other comp has no such easy buttons. Both were loaded from the same disk, now lost but I hope to find, both are patched.

Any ideas? I want my easy buttons!
