OK, it is in beta still
Very beta
The good: it feels a lot like MOO2, with some upgraded stuff from staples such as Endless Space.
The bad: It is MOO2, with updated eye candy. Sure, MOO2 was great. But, I honestly expected a bit more, ya know. The biggest disappointment is in the ship design department so far. As I am not sure what the plans are in this department (did I mention that this was still in beta?), I don't want to really up and slam something that is in process.... but ya, will probably finish 2-3 games, then put it away for a couple months.
p.s. Look on steam under Master of Orion. They left the 4 off, but everybody knows it really is #4.
